I personally would tell my manager in person or over a meeting if you are WFH. I think it’s more professional and the boss may be more willing to give you a recommendation in case you have good repo(speaking from my personal experience).
If you want to stay (which is not advisable) then yes. Else just drop a mail so that date can be recorded.

Yeah just call and say that I'll resigning. Listen what he has to say and then resign. Manager might speak regarding retention so be ready on what to say.
If you had good relations with your manager, It's respectful to first schedule a meeting and tell your manager that you're leaving. You don't even need to schedule a meeting, just message them that you want to speak with them and just get in a call and tell. Then log it in the portal.
Ignore and straight up resign if you hate your manager lol.
