If you’ve had a long relationship with them or feel a more valuable/personal connection with them I think it’s fair to do that. Otherwise, nah, it’s the manager or partner’s job to transition to the next person
In my opinion:
If you're a manager or up yes, because you're probably the primary contact.
If you're a senior and the only one with contact because of other recent turnover? Yes again.
Otherwise it's really up to you and how often the client really communicated with you or is still cc'ing other people.
I would leave up the decision to whoever will be taking over the job or lead manager/partner on the account. It’s never good to make that communication before we have a good replacement plan to reassure client that there will be no disruption/delays in timeline(assuming you are the key contact), we don’t want to cause any concerns for the client. Normally this message should be combined with the introduction of the new key contact to again reassure the client that it will be a smooth transition and they will still in good hands after your departure.
Even if you have a close/personal relationship with the client I think it’s always good to check with the team to make sure you guys are on the same page.
You should definitely discuss with the engagement partner on each engagement.
