You can always ask for more, though, realize that all you can do is ask. Unless you have another offer that you are ready and willing to accept, you've got no leverage.

I would be interested to see what their normal ranges of salary for this specific position. They may be offering you a raise from your current salary, but that may still fall well below a supervisor‘s pay range. You could try asking them a question like “ if you were to post this to hire somebody outside the company, what would be the pay range you would post for this role?”. If I were to look for a supervisor position outside the company, I would expect a closer increase of 15 to 20% in salary.

That’s normal for a yearly raise and normal for a promotion internally. Best way to get a bigger raise is by getting another offer and leaving.

My annual raise was 1%…..so 3% sounds good
Keep in mind, 3% is low, but normal these days for most companies, but if you think about the cost of inflation, you’re still underwater. If you look at what they’ve offered as a “promotion“ you’re just breaking even. OP go see what the salary band is for the position that they’re offering youand they’re probably coming in low do your homework and get your extra money.
