I think a recruiter is probably your best bet. I have seen quite a few compliance jobs out there recently
LinkedIn doesn't suck in my experience.
Industry specific bar or compliance associations can be a good resource. For instance, if you want healthcare compliance/regulatory, check AHLA.
I actually landed my current position (as well as several interviews) via Indeed. My experience has been Indeed was pretty good if you're interested in going in house. If you want to be in Biglaw, then recruiters are the way to go. Business are less inclined to pay the recruiter fees than law firms since in house attorneys are a cost, and not a source of revenue, so the extra cost of recruiters is hard to justify. LinkedIn was fine for recruiters hunting me down, and I've had several interviews via that path, but not so much from applying for jobs posted on LinkedIn
