I work in recruiting. That’s a red flag on the recruiter’s part. They shouldn’t dodge questions. If they don’t know they should say “I don’t know.” If they do know they should at least say “it starts at $x, but they’ll offer more depending on market, experience, education level, etc.”. If you ask them politely one more time and they do not answer your question, cut and run. In the meantime, keep looking elsewhere.
I would consider it a major red flag if they are being that difficult to get a straight answer out of. They might not appreciate you outright telling them your salary expectations, but if you don't want to move forward unless those expectations align, then that is probably your best approach.
In a situation like this it is best to be straight-forward. I'm looking for $$$-$$$ is that something you will be able to meet? It can be a sign of a red flag however there could also be many outlying factors. Such as maybe they are trying to increase the rate so in negotiations, maybe they reached out to the hiring manager and haven't heard back so they dont want to give incorrect information. Maybe they are ending their fiscal year just ended and adjusting rates. I would also recommend going on indeed and checking out the reviews of the company. Someone typically posts something about salary it will help you get a better insight.
Tell them your expectations then
Maybe just let them know that you can't move forward unless you get a good idea of the salary range. I'm sure they would feel the same if they were in your position, and I would encourage you to not waste much more time on this job if they are already being suspicious.
Mentor
I would ask them point blank - “I am looking for X salary range. Does that align with the position?” And if they don’t reply to that it’s a huge red flag
