Hard yes. There's a lot of caselaw.

Generally in favor of it, but a lot of people don't seem to realize that it's not an always thing. There are times when you shouldn't use it for clarity. For example, in the following sentence using an Oxford comma creates confusion because you don't know whether it's listing three people or whether your mom is Jennifer Anniston.
"I went to the store with my mom, Jennifer Anniston, and Sandra Day O'Connor."
