It seems suspicious to me that they would list 99 but only have a budget for 85. It seems like a bait switch or something sketchy going on, and I'm not sure I would want to work for a company like that.
Don’t forget the companies who label a salary range with a 60k+ difference! Those companies are sketchy
They likely started interviewing and realized they could get the same level experience they were looking for with a lower salary because it's an employers market. You could push back, but just be aware that you are taking the risk of them rescinding the offer.

Negotiations worked for me! If you walk in confident and present yourself with the skills needed, I would tell them that 90k is the minimum you would accept.
My guess 115K is their real budget.

Something similar just happened to me. When I applied the salary range was listed at $85,000-$110,000 but during the phone screening I was told the salary was set at $95,000. I asked if it was negotiable and she said no. I told her I was still interested but I wasn't chosen to continue even though I had done the exact job for 5 years previously.

This has two answers for me. One is "Yeah, I want the 95,000." The other is "Sorry we couldn't reach an agreement."
And by the way, the second one is better, because if they're posting 99 and you for some reason come in at 90-95 (which is insane, I have no idea why you would do that), and then they try to cut you down further...forget it. These people are already lying to you and ripping you off and you're not even in the door yet. So don't go into business with them. This is a test to see if they can walk all over you. This is also them telling you they're scumbags up front.

I would have pulled that post to show her as a reminder and questioned the ethics behind it. Then I'd walk away.
I would confront them ans expect at least what they published. If they don't, keep moving. You then have an idea of their culture.

They are lowballing because you bottomed at 90. You should have said you are looking for around 95 but negotiable. I think you should say that you are really looking at something closer to 90. They can say no and you go with 85. Or they may go higher. You need to decide. And yes they are playing hard because if the market. But the question is how badly do you want this job and how will you feel if you take less and the job us horrible. Its up to you.

I think they offered $85,000 because you said $90,000 - $95,000 which is still lower than their budget on the job post. Employers tend to negotiate below your own salary expectations. Since you already knew theirs, you could have given a higher range like $95,000 - $100,000. With this, they won't be able to offer any amount before $95,000 since they already listed $99,000.

The company I consult for just offered to convert from to FTE. Their offer was 20k below where I am presently. I told them that I could not afford to take a 20k hit and would be more comfortable with only a 5 to 8% hit. They came back with an 8% hit. If you are currently employed, I would ask for a higher salary.
Starting below asking pay opened the door to low balling. I would have said the the advertised salary range is what is acceptable to you.
I always recommend starting with “total rewards”, asking if thats how they determine pay. Once that conversation begins you talk about specifics on base + PTO + stock, etc. however a recruiter usually doesn’t have details on what the org can offer over “budget”. So for just a recruiter without an offer to negotiate on the table, tell them you need to speak with the hiring manager and the team to really understand the core priorities of this role as well as above and beyond. Negotiation is key but you need to know EXACTLY what you’re getting into before slapping a salary on it. Hope this helps!
if your new to project management, as your user name is stated, then thats the reason they low ball you. You accept it in lieu of experience, to get experience so yo u can make 100k/yr in a few years
My 2cents of advice, when you apply at 100K position [it seems to me a senior / TL level], make sure your CV is well presented and updated.
Probably Company did not see that level of seniority required for the position.
If I am not mistaken negotiation is important part on Project Manager job, probably company was testing your ability.
Probably during your initial 15-30 minutes call with HR, you shared current wages too low for the position you applied, when gap is 10k˜15k, you are not going to get massive increase.
I usually ask for an increase between 5-7%, it shows you are not there to grab money [and after one year leave for another company], but it is a genuine application from a PM that wants evolve from 'learning' to skilled one.
