It seems suspicious to me that they would list 99 but only have a budget for 85. It seems like a bait switch or something sketchy going on, and I'm not sure I would want to work for a company like that.
Don’t forget the companies who label a salary range with a 60k+ difference! Those companies are sketchy
They likely started interviewing and realized they could get the same level experience they were looking for with a lower salary because it's an employers market. You could push back, but just be aware that you are taking the risk of them rescinding the offer.

It’s an awful market, as a senior HR professional I’ve never seen such underhand, unprofessional and blatant abuse of the market conditions, ever. Internal and external is atrocious. You are worth what you're worth, their behaviour is a window into what that company values and their culture. I would reiterate the advert to them and tell them that it aligned to your goals, which is why you applied and ask if they have revised the role during your interview process.
If 99K is the top of the range, they’re not going to hire at that. They’ll aim for 25-50th percentile, maybe up to 75th if you’re really good.
I agree if you have qualifications then stand your ground and tell them that why you think you are worth it it. If they don't want to pay higher then make a counter offer if not walk away. It's still up to you what you need and want from a job.
I say know your worth! Tell them you saw on the ad it said the amount it did. If that's not true that's false advertisement and illegal. Not that you have to tell them that part. Lol They can afford the extra $5k or ask them to meet you in the middle and get $2500 more per year than they want to offer
Also explain to them how you are there to do the absolute best job you can for this company and make them a lot of money so you are definitely worth being on the high end. Tell them you won't let them down! Then get in there and shine bright like the diamond you are! Your time is precious!
It doesn’t hurt to ask about other benefits but most postings list salary ranges for the position not hiring salaries. So they usually will not offer very top of the range or else you will be upset with little to no raises in 1-2 years and leave.
I would take it a step further, if the advertised salary is $99K I would say I was hoping for more but I can make it ($99K) work. They are going to try to negotiate regardless of what you say, if they tried the same tactic and said $94K it’s still better than $85K. No reason to negotiate yourself down and start with a range lower than they advertised
You should've responded that you applied to the role because the advertised salary range was within your desired salary and asked if she was sure that was the budget.

So did you ask the recruiter why they listed $99K? They need to be called on it. And he needs to have a few uncomfortable moments explaining.
If the hiring range was published at $99,000 or had a range of $90,000 to $99,000 then the offer should be within that range. If $85,000 is still within that range ask them why it is at the lower end and below expectations. Then you have to decide if the earning potential in the future is worth if you take a pay cut of either current pay or what you expected your pay to be.
it's simple - know your worth and ALWAYS negotiate.
if they listed the role with the range...you should question why they are now only offering the max at considerably lower - 10k is a BIG difference
Be surprised if you don't get ghosted - questioning a recruiter is frequently treated as tantamount to a refusal. Can't count the number of times I've been pressured to accept remuneration notably below what the position was posted at.
If recruiters expect to be treated as honest brokers they should stop pulling stuff that shows them as less than trustworthy.
To me, publishing a post with a salary and then saying they don't have the budget is a red flag. If you cannot afford the posted salary then simply post the one that is manageable. I see dishonesty and lack of integrity from the jump, I would move on.
"Thank you for sharing the budget range. While my initial expectation was in the $90,000–$95,000 range based on the posting, I’m still very interested in this opportunity. Before making a decision, I’d like to learn more about the full compensation package, including PTO, health benefits, bonuses, and any other incentives. That way, I can get a better understanding of the total value of the offer."
If there is a salary range listed on the post, and 99k is the high end of that range, they are not looking to hire at the high of of the range. but in, in most cases, hire in the bottom 1/2 of the range listed.
I would be concerned. If they are already backing off of promises, this may be an ongoing issue; however, it could be a stepping stone. Negotiating your next position may be easier if you are in this position.
I negotiated mine. What you should say is "I am excited to work with the company and would like to continue forward with you ...but I was expecting more."
Dont give a number, wait. Whoever gives a number first will lose that negotiation. Doing this forces the prospective employer to reveal an amount that they could still work with, higher in many cases. If they're not willing to do this they're not serious about retaining you. Remember, you have leverage (even though you are applying in). You got your resume through them reviewing hundreds of resumes, and then dozens of interviews. They don't want to lose that invested time.
I would say "your offer is 90-99000
I'm worth 99000 and I cannot take a position lower than that . Get up and leave "
