It seems suspicious to me that they would list 99 but only have a budget for 85. It seems like a bait switch or something sketchy going on, and I'm not sure I would want to work for a company like that.
Don’t forget the companies who label a salary range with a 60k+ difference! Those companies are sketchy
They likely started interviewing and realized they could get the same level experience they were looking for with a lower salary because it's an employers market. You could push back, but just be aware that you are taking the risk of them rescinding the offer.

You get what you pay for…stand your ground.If they want you, they will pay you, if not, consider yourself lucky and find something else. Gone are the days of the business having the upper hand…employees now have power.
Well, generally I try to take the position that there are many jobs out there. If one does like you, on to the next one. I understand it’s a bit harder than that…but the “you get what you pay for” still hold true. If you pay pennies…expect penny work. If you’re paying gold, then expect gold work. It’s that simple.
Most employers knew what should be obtainable in the country today as regards the cost of living, housing, transportation. And you are looking for some kind of persons you want to give small salary for him to survive working for you, you know what, it is a very bad practice outside there with many companies and individuals , a lot of living inbalances with employees of various companies and individuals . Some time in the next future many companies and individuals may not get people outside there to work with them, a lot of people will choose to be self employed rather than to become a slave to companies and individuals.

I’d also be curious the actual language of the job post. I’ve worked retail, fast food, and corporate jobs over the last 30 years and I’ve never seen a job with an exact salary associate with the ad. It’s always “starting at $10 an hour”, “salary up to $99,000”, “ salary range of $50,000- -99,000”.
Normally it’s a range and the exact amount depends on your qualifications and experience.
Never hurts to negotiate IMO. If you go through the interview process and come out as the hire, rather than drop you, they’d probably just counter the offer with the lower salary.
For me,it appears to be a red flag on what the company is up to. Everything we do,transparency and positive impression is key. It doesn'nt sound proper when a an organization declares $99,000 for a job vacancy and later on gives lesser offer. It's a double standard,i will walk away.
If it becomes clear that the negotiation is going badly and you won't get the job, ask them flat-out why they put a salary range in the posting that was 5-10K above their actual budget.
You should be able to negotiate for 90k-95K if 99K was what the listing offered. You should call them out on that, which is why you were interested to begin with. Them low balling you is not right
I wouldn't think twice about it. Managers in my field probably don't see that much. That's at a point where you ate entertaining greed.

I understand I’d be coming in from outside the company and would have to onboard so I would consider a lower wage to start. But what would the metrics be to get to $$$ within 6 months to a year?
