Things are very slow now, any opinion on when things might pick up?

Two years out of undergrad and already considered a "strong senior" (A2 ->S1 this year) This can't be sustainable for a firm. Where can I go that will actually put me in my place and teach me a lot??

I have 7+ years of experience in java technology stack.
I am currently holding offers from the companies like TCS,Deloitte, Xoriant and ibm.
Maximum offer i have is of 23 LPA.
