Initially interview was for I grade in fund accounting. After documentation hr said they r hiring me for h grade I get ready for that too with offer of 12 lakh. But all of sudden hr is saying she is not confirm whether I'll get offer or not. They are bluffing all around to giving my offer. What should I do now

Bit of a niche topic: I’ve been in TS/SCI processing for a Science/Tech/Weapons analyst position with the CIA for 3 yrs since I finished grad school in chemistry, but CIA positions are sort of set it and forget it since they can take so long. I’ve since been focused on a Patent Attorney track and am with a firm that will support me taking the patent bar/law school. If I get through processing and go to the CIA for some time, do you think would I be accepted back into patent law later on?

My goal was always to get into a more broad HRBP position, but I've since worked for smaller orgs without a solid HR career path. When I ask about my career goals, they keep telling me, "Soon!" I've recieved an offer from Morgan Stanley, my previous salary was around 6 Lpa and last offered was around 15 Lpa (WFH), I quoted 40 to 45% on top of that around 22 Lpa considering Mumbai location, WFO and Glassdoor pay range.
Did I just do a mistake by quoting too high a number? Please let me know your opinions.
