For me, I'll quote cost in development. I know how much we spend per sprint on our engineering team. So whatever swag they gave, I'll break it into sprints × cost per sprint = projected cost.
I don't include marketing costs or cost of support staff. They have their own budget allocations.
I've never been asked to go deeper than that. But I also only build digital products.

I provide the time. That will be resource sprint time for that feature to be developed/complete. Not the cost.
Project manager is responsible for the costs.
Interesting. Im being asked for an actual cost even though we are still in the process of completing discovery. We’re going to be using a vendor and the software license is the only number I have at the moment

This widely varies based on company size, how high up the leaders are and other things but generally I am expected to show a return on investment, which requires costing out the effort. We use RICE to show this, so the effort estimation can be as simple as high medium low, or for more in the weeds leaders can include actual dev week level estimates (usually in a conservative range).

Also this answer assumed all costs were just internal man hours. If we have an external cost associated we need approval for then I do get actual dollar amounts for those and usually work with someone from vendor management or similar department to cost that out. For internal usually week level estimates is as low as I go.
