Not really but you might be able to find a pub where they make an effort. (It’s not like they fill the harbour with green dye)
Yes, but nothing like in the States. There’s generally a (small) parade and then an outdoor festival around Circular Quay/The Rocks with music, dance performances and cultural workshops. The main website is here and they’re also on Instagram and stuff. https://www.sydneystpatricksday.com/
It's so ironic that the state's goes in for a celebration of the patron saint of Ireland, more so than Ireland does itself (I am Irish - by that I mean born and lived there for decades not my great great grand dad was born there before moving to Chicago at the age of 2)
The Rocks pubs usually hosts lots of events. Pre-Covid I would go to one of the pubs at 9am for an Irish Brekky and pint of Guinness and try and win me a Guinness hat.
