If you’re really planing to leave I’d suggest focusing on skills you want to develop especially anything you think your current company can provide. Take what you can get from this company (training, development oppty, etc). Especially think about would give you experience you don’t have or something new to add to your resume for the next gig.

I would not be honest with such a person. It will only make things more difficult while you are still there. I like what SVP1 said about focusing on your skills development instead.
Especially with this type of boss, interpret “individual development plan” as list of goals written in such a way that you’ll definitely achieve them. Think more resume building and less actual development. I wouldn’t include components that you can’t control (ex. leading a larger team) because many companies use performance against the IDP in employee evaluations.
I could’ve written your post. In a similar situation with a Finance bro for a boss. Best not to poke the bear. Even if you’re right - ambitious women are seen as complaining or aggressive - especially with bosses like this that see you as competitive to them. Revenge is a dish best served cold. Invest time in building up other relationships, and to your boss, downplay immediate desires to be at your bosses level or above your boss.
Have you ever discussed developing within your company? Know your worth and bring it up that you are interested developing professionally. It could let him know your intentions without you speaking about leaving the job you are currently with
