Are they flying the same airline and transit between the same terminal at all the airports? Better to check with the airlines.
Transiting over Europe sucks in general. I always recommend flying through Middle East with one stop no matter the cost, especially for parents.
Next time try to book nicer route for your parents.

I think the issues are when you do two layovers in Schengen country but not sure what's the guidelines if two layovers are in same country. I suggest that you ask Lufthansa as they are nit-picky sometimes
Google says having 2 airports is a concern. But does not specify same or different country.
Lufthansa are being @$$h*les. They canceled the original flight and put us in this 2 stops nightmare in the first place.
Yes, second this, domestic leg within Europe requires visa even on single ticket, I was stuck too.
They will need a Schengen visa for their connection from Frankfurt to Munich. This is a Schengen area flight and will require them to transit out of the international terminal into the Schengen terminal upon arrival into Frankfurt and vice vera upon entry into Munich. Very likely Lufthansa will not let them board at the origin city if they don’t have a valid Schengen visa or a passport that lets them travel to the Schengen area without a visa.
