True but over emphasized. I switched big 4 at director level, knew 1 partner going in, asked for the names of other 5 partners to proactively network with.
Within a year and aggressively networking with leaders in person, and those involved in all of the project teams. I was just as well connected and many of my peers.
Rising Star
Create a list of leaders that you want to get close to. Research them - professional, personal, find out everything you can about them. Reach out and set up intro calls with them, ask if ok to schedule regular touch points. Find a way to meet them in person. Offer to help them on anything that they are working on.

It is hard.. it takes a few months to a year to build your network.. but not impossible
