Depends on the person. If they like to cook from scratch, items like measuring cups, rolling pin, food scale may be up their alley. If they’re more of a grilling fan, utensils and an assortment of spices may be on par. If they are a coffee nut, perhaps a cold brew or French roast kit, or coffee grinder might work for them. Similar sentiment if they are a tea-drinker, possibly a variety of loose/bagged teas and an assortment of accessories and accoutrement (spoons, honey samplers, sugars, etc.).
Alternatively, you could pick a theme, like pizza or pasta, and provide the dry ingredients to help “stock” their new space.
For a bridal shower I attended the maid of honor had everyone share a recipe for the newlyweds, so that may also be an option. Good luck!

Good knives. Cutting board.
More importantly, a really good knife sharpener. Knives themselves matter far less than does properly maintaining them.
A nice set of glasses would be good too if they don’t really have them.
You can also get a bunch of small gifts like a zester, a cake/pie server, knife sharpener. Little things that we all use daily

How much do you want to spend?
Good measuring spoons and cups cost about $50/set, so they make a nice gift because many people will buy the cheaper versions from Target.
I like the Williams Sonoma Signature line of cooking tools because they feel so nice in your hand.
A bottle of good olive oil and a bottle of good vanilla are also good - two luxury items that get quite pricey.
A pretty set of mixing bowls are useful - l like Mason Cash because you can get the color scheme that looks good in your kitchen.
Oven mitts and kitchen towels that match their decor. People forget they need things like that and it can be fun to pick them out.
