@OP, that’s an FAA regulation, and prevents pilots and crew from falling asleep on flights. It might suck when it delays you, but the alternative would be far worse. I’ll also say FWIW I’ve had fewer delays on United in the past year than in the prior five (of course when it’s YOUR flight that’s of little comfort)
Sites like http://avherald.com will give a sense of the rate of reportable issues worldwide. There are tons that don’t make it to the media. Though they come and go from the news, statistically your risk is extremely low (also true for rail) and you’re most likely to have an incident in a car going to or from the airport.

Now after 1 hr delay on flight United is returning us to gate saying their crew cannot Work more than 8hr fly time or some bs like that
Sleeping pilots are a bad thing unless a relief crew is flying, such as on an international flight over 8 hours.
Among other reasons, crew fatigue is believed to have been a factor in this crash: https://en.m.wikipedia.org/wiki/Colgan_Air_Flight_3407 This crash prompted more regulation of the regional carriers, something they have been lobbying to undo.
