If it helps and it can be used as a reward i don’t see the problem
Use it for the explicit purpose of helping the student to focus; however, and whenever it is used as a toy, it becomes the property of the educator until it can be demonstrated to be used accordingly.
I tell them “If it’s a tool, it’s yours. If it’s a toy, it’s mine.” If they are actually still focused and listening when using it, it’s all good. If it’s distracting themselves or others, it becomes mine.

Fidgets enhance engagement and focus for some students. Establish guidelines and select ones with tactile, rather than visual, input. That usually keeps them a tool rather than a main event. Introduce them during less structured times so the novelty has time to wear off. Generally, those who benefit from them will continue to use them, and others will lose interest. It gives some of my students the sensory input they need, which makes my life as a teacher easier.
If they’re not distracting than I’m fine with them. They really help some students focus.
I let them use it unless it becomes a distraction
I think it depends on the toy. I prefer the ones that don't make a lot of noise. I don't like the poppers. But, I think I would be okay with stress balls, or the squishier ones. The ones that make no noise.
Noise is an issue as it distracts others.
