In the upcoming fiscal year of 2022, the USCIS has made calculations on the number of H-1B visas to offer to randomly selected applicants based on acceptances, rejections, and revocations provided for previous years. The initial lottery selection for the H-1B registrants was provided for in March 2021.

I never went through the firm directly when countering because I have used recruiters in the past, so ymmv.
With recruiters, I would simply tell her my thinking and what I wanted the counter to look like and she would communicate with the firm and then give me their answer. The recruiter would give her feedback too if she thought my counter was unrealistic or if it was still below what s/he thought would be acceptable.
I imagine with a firm you probably dont need a letter. But then again thats just my opinion.

Not necessarily. In house positions are mainly through recruiting as well I’d imagine. And the recruiter gets paid from the firm, I believe your first month’s salary as commission, or whatever deal they have with the firm.
Pro
I made a written list of matters where I obtained favorable results and included brief but substantive bullet points of how I was indispensable to the results, but brought it out as more of a hey I think we should talk about these. YMMV
