J Crew, Aritzia, Zara, Ann Taylor. Also once I find my sizes at these stores, I look on Poshmark to find them at a better price. But J Crew and AT always have sales.
Love finding JCrew basics on poshmark. JCrew has sales often but I've had good luck finding NWT on poshmark for close to or less than final sale prices, you just have to know your sizes well.
Banana Republic and Madewell have good basics as well

I would look at Nordstrom at a Theory blazer and their selection of pants. Free basic hemming which would be worth it for you. Lululemon trousers are comfy too and they also do free hemming.

Try your local thrift store. Can find all of the stores mentioned in thrift store at a fraction of the cost.
Ambercombie pants are good.
I like Karen Millen dresses. You can always find those on sale.
Eileen Fisher has great petites
If you can swing smart casual try Uniqlo, I think they still offer hemming on pants etc and I think as an Asian brand they cater more to petite options
