Which firms are still hiring aggressively?

My old employer asked me if I wanted to come back to the company as a manager. The pay will likely be much better and the position holds more responsibility than I’ve had before, so overall it would be a step up. The issue is I left the company because of an abusive manager who constantly put me down and made me feel like I wasn’t doing anything right. If I come back I’d be working under her again. Need suggestion. Got an offer with a product company A through referrel with just 70% hike. They initially told me to not look for any offer as it is a referral.

Now, I got another offer with around 150% in another product company B. Joining date in both are by next week. How to politely reject the offer from Company A ( they won't match the new offer). I am afraid if there is any consequences.

Agency recruitment managers! How do y’all set goals for your department? Do you focus on outreach goals, applicant goals, purely hiring goals no matter the outreach numbers, conversion rates, etc? Asking because I manage two recruiters working with different clients and both work with different styles, so outreach messages for one might not make sense for the other. A friend who’s degree is in polisci is trying to move into the hr space, either in L&D or culture/employee engagement. Initially was hoping to use transferable skills to get a job in that field - but all the descriptions ask about HR experience and not as much seems to be biting.

Is there any advice for networking into projects when you don’t know many people at the firm yet? I always to help on BD work when I’m on the bench, but it never turns into any billable work. Every time I have talked to a partner/senior manager I was told I don’t have the skill set they’re looking for, but I don’t know how to build up from there.
