Because it makes more financial sense for many companies to use a recruiting agency rather than keep that function in-house. It truly is that simple.
You mean an agency that takes part of the salary of the hired party? I have never heard of this before.
I was hired once through a recruiting agency and they charged a one-time fee to the company that hired me.

Every agency I’ve worked for with an in house recruiting dept has also used outside agencies to source talent as well. Dependent on the role specialization or the urgency it’s sometimes needed.
I’ve had recruiting agencies negotiate salaries for me a lot better than I ever could. Ive also had them skim off the top and it was a setback until roles were made perm. It really depends on the situation but I think candidates are willing to take financial disadvantages if a recruiter can get them in the door someplace they weren’t able to get into otherwise.
