I am currently working as an entry level claims adjuster. I am just about done with onboarding and I am interested in growing and earning more. When's the best time to start looking for jobs?

Interviewed for a GS-15 (same agency but different office) and totally aced the interview with excellent answers. They know I’m a top performer with senior references. However I noticed there was an internal candidate who has been there for few years and interviewed that’s a veteran. I feel my chances just sank and want to gauge thoughts.

Are people able to perform well in product based companies after switch from a service based one?

Currently maxed Roth 401k, Roth IRA, HSA, and ESPP at 23 YO, should I consider an after-tax conversion? I’ve read about back-door Roths but I’m still far below the income limit as an analyst. Definitely looking into early-ish retirement, should I just invest the rest in a regular brokerage account until I reach the income limit? Am I even allowed to do a conversion? Any advice is helpful :)
