It’s because some companies don’t prioritize budgeting and forecasting for the future.
CFOs, yes.
But, they are generally not in charge of resourcing to this level. It’s more so an issue across the board than just a single individual.
Communications, as POM1 eluded to, are not prioritized, related to budgeting and forecasting.
It's because mass layoffs are generally not announced in advance bc productivity would tank. It's just crappy timing (and of course suboptimal planning)

As someone else said, this is usually mass layoff from the top down. Everyone life their normal life until there's announcement that we will cut 10% of the workforce. That instead of developing that new project as previously planned, it is not profitable enough and will fire the whole team that we just hired etc.

Departmental budgets get set at a higher level, individual teams start hiring based on need and their expected budget, hiring process takes a while and pushes into a new quarter where shareholder returns aren't showing expected growth, higher ups slash budgets to protect returns and new hires who aren't fully integrated or who are filing a role they already know they can limp along without are an easy place to cut
