Is there a second stitch across it or is that all that holding it together? You could take the other good strap, attach it to the base on the other side and use it as a cross body bag, or just one shoulder it. A shoe repair place could fix that in 2 minutes.

I have a local shoe repair place I have used for stuff like this. They would probably charge $8-$10 to fix that.
