If I don’t have tangible proof then I’d definitely keep quiet. They can easily turn the tables & make you seem like the issue.

This is a little long, and very important.
Observe and document everything meticulousl record all incidents, including subtle emails, conversations, or behaviors that make you uncomfortable. Keep a detailed log with dates, times, and descriptions.
Before reporting, ensure you have comprehensive evidence. This includes your own responses, such as emails where you politely state that the behavior is inappropriate or express that it makes you feel uncomfortable (e.g., referencing specific comments or actions).
If the issue persists, escalates, or leads to any form of retaliation after you’ve raised concerns, continue documenting every detail.
From my own experience, if reporting feels unsafe or ineffective, it may indicate a toxic company culture that’s not a good fit for you. Start job hunting discreetly. Once you secure a new role and give notice, consider speaking directly to HR, your manager’s superior, or the person responsible for the behavior. They might not change, but voicing your concerns can provide closure and a sense of empowerment.
Find another job.
HR is not your friend. You could talk to an employment lawyer to see if you have the basis for a case

When you say you have “observed” this behavior, do you mean that you’ve been a target of it, or that others are the target?
