Yes, reapply. You may have well been their second choice and a new recruiter is running the process. My company hires by committee, so we have had candidates miss getting an offer by one vote. If there’s an org change, or even a re-post, the committee might be different. Absolutely re-apply.

I have no idea what this is about but I think it happens a lot. Might mean role got rescoped, or something else changed budget wise. If you didn't get the job the first time, though, that would likely mean you won't be reinterviewed.
That’s often true. Roles get rescoped or budgets shift. Reapplying can still make sense if you’ve gained new experience or can highlight a different angle that aligns with the updated posting.
I would reach out directly to whoever the HR recruiter was that initially interviewed you and re-introduce yourself.
Definitely reapply if you’re still interested. There are many reasons this can happen. For example, they may have extended an offer to a candidate who accepted it but later chose another company. In that case, they would need to repost the position because they might not have a second candidate to contact.
