Titles are confusing sometimes. Are you talking about Bachelors/Masters and Analyst/Junior associate level or post-MBA (pre-manager) level.
Then it comes to the firms and there is a WIIIIIIDE range. So what the recruiter told you is reductive or maybe you need to share better context.
For context I have 6 years engineering experience and 2 years management consulting experience, so I’m applying for pre- manager level.
In that case the recruiter is not wrong but a little out of touch. Like yes 75% firms will pay in that range but the other top ones pay way above that (albeit hard to get into and currently no one is hiring heavily so very tough to get in).
