If you are a manager, HR will protect you to the death. If you are an employee, and report a manager for anything to HR, you are put on improvement plans until eventually they fire you. Instead of facing the problem, they punish you for acknowledging it. It is a place you cannot report anything going on because nobody wants to know. Its bad. Real bad.
