Sign to start looking. More responsibility should = better pay. Use that fancy new title to your advantage in the open market - prospective employers don't need to know it was a promotion in title only.
You might want to investigate if this was across the company. I would feel better if this was across the board. If not, I would start looking.
It's a good signal to think serious about moving on. A promotion in name only, or with a meager raise, can come off as an insult. It could be a sign the entire company is stalled, but it's possible they're telling you something.
