That’s what they do. It’s a shitty tactic but a well-known one. Try to drag it out to make it more costly for you, wear you down, and expend as much time as possible to get beyond limits. Your employment lawyer should be familiar with them using this tactic, sadly.

Is an offer on the table? If so, this may be their way of saying it is non negotiable. Wait it out a little longer if you can without risking losing the package.
We do have a ton of evidence that the former employer is unaware of. I believe they are acting from a place that we don’t. It’s fairly substantial. It would be 400k+ in damages if it went to trial.
