Work for the one that most believes in you.
Work for the one gives you the most control and will set you up to succeed.
If you already agreed to the new role then you already know the right thing to do. More so if your heart is already leaning that way. As you know, big/sexy/$ jobs often come with an equally big load of weirdness, waste and stress, even if your boss is cool. I say be honest about prior agreement and gracefully decline. If they chase you and win you over after that, you can say it was destiny. If not, they probably weren’t that into you anyway.
Always take the meeting.
Apply for the new role if it’s of interest. It’s (sadly) not like you still have decades and decades left in this industry. Life is literally too short not to pursue your best option.

Interview and get the offer, then evaluate the two options. It could take a long time to get an offer and by then you’ll have a feel for the small shop. If you get to the small shop and absolutely love it, you take yourself out of the running for the other role.
I’d go meet with the ECD and let them know how much you appreciate the opportunity, share your conundrum, and let them know that you will stay with the small shop for integrity. You never know what the future holds.

Meet with the new ECD and then let me know which one you don’t go with. Seriously though, do what’s right for you. There aren’t that many bridges left to cross. If taking the job that’s best for you means you’ve burnt a bridge, it sucks but it’s OK.
