Any advice on editing my resume for more attention? I’ve been applying to public policy, government policy advisor, non profit, human rights type work and haven’t had much luck yet…

Tone the formatting way down. Background should be white and if those lines are tables/graphics, get rid of them. Applicant tracking systems (ATS) will skip over that stuff.
Make your formatting and verbs consistent. Present tense for current roles, past for prior roles. Use active verbs and frame your work as accomplishments, not just tasks.

Agree with formatting/colors as well. This type of resume would be fine if you were applying for a more creative job in a diff industry but I don’t think it will help you for the jobs you’re targeting.
As others have stated, the format of your resume needs to change completely. Contrary to what’s being taught in school, you need a simple, organized structure with no colors or graphics. Large companies/firms use software to sift through the hundreds of applications received, so anything other than a relatively standard format can prevent the software from reading your resume. Recruiters also will not spend time figuring out where you put relevant info when everyone else puts them in the same, easy to find spot on their resume. Your main focus should be on the content of your resume, like using key words that align with the type of job you’re looking for and demonstrate how you developed/used your skills. Use the Wharton Resume (Google this term to find it). This will help you pass the ATS. Also reach out to recruiters or school alums who work at the organizations you want to work at.

Could be due to location. If you are open to relocating and okay with paying for that out of pocket, try listing that on your resume. However, the best thing you can do is to try to get a referral. That is the best way to get into most companies. During the application process, try to figure out what areas are hiring the most and lost those locations as your top preferences.

Did you graduate? Remove the expected if you did. I also echo the comments on formatting.
Use a simple format - don't use colour, this is too busy and not easy to read. Recruiter's/Hiring Managers take about 5-10 seconds to review a resume -- make it count. Use the ACE model for you impact statements :) - Good Luck
