Mostly they will try to identify suitable positions in other projects. They also probably ask you to upskill if no suitable positions found. That's the max any company can do. They can't keep spending money for unused employees.
Not sure if they will provide optout options if someone is willing to, probably few could consider it based on their skillset but not sure if they will do it soon or wait and see if someone resigns by themselves.
I am guessing though people gets moved to different teams their growth w.r.t salary could be affected for a year and their career growth probably by two to three years. That bit unfortunate but can turn around if you are hard working and lucky and get opportunities to showcase.
