Is this the same person who was apparently notified at 5am?
I think the only reason companies give severance is to protect themselves. And they can only protect themselves by making you sign away everything. They aren't giving you severance to be nice.
In my case (Canada), no signatures was asked, they just notified me of the lay off and gave me the document with the detail of the severance, which respected the internal rules of the firm.
It's pretty much mandatory. I was laid off in November, and to get my severance and bonus, I had to sign off on it as well as promising not to bring a suit. The bonus is usually not part of it. As the vast majority of those laid off were in an unprotected demographic, the bonus was essentially a bribe.

Similar situation. Have you landed a new gig or still on the hunt?
You have to sign or you won't get your severance package.
I also was laid off in January and received 6 weeks severance pay. I had to sign multiple papers and have it documented I would not be advising with a lawyer.
They require your signature to release them of any past and future known and unknown liability of wrongdoing to receive the severance bonus.
Always best to have an attorney review it, there might be some negotiation room depending on leverage, but it’s case dependent.
Can always push to strike any non compete and disclosure section for the release since you need to earn a living
Also check to see if they restrict you drawing unemployment - you should take unemployment (raises their insurance costs) and the severance if possible.
