I can honestly say I’ve never heard of a laser consultant before. I doubt many people have. His work will be very specialized, so i think he sets his own salary and will have to find his own clients

What level? I've seen tenured PhDs at BAH come in anywhere from A-SA and those have quite different comp bands.

I’d take a look at market that Raytheon, Lockheed, general dynamics, etc. would pay for this role before looking at B4 salary comparisons. Specialized and PhD will command more. What is the PhD in? (Engineering typically will get higher salary than physics due to applied science)

The PHD is in physics with a concentration in laser and optical engineering. He got it from Nanyang tech in Singapore, if that makes a difference
When you say VA location, do you mean northern VA or another area like Norfolk or Richmond? Definitely factors into COL. For the NOVA area I’d say $165-185k, unless the role is SA or higher, then go to $200k.
