Document verification- CapG - HR delaying saying need to confirm from project team.Meamwhile here at TCS , they are saying will do my promotion n try onsite that's at Germany within 3-4 months.which one is good.

Does IBM black list candidates if I have accepted the offer and then before joining Ihad rejected it because my company planed to retain me and send me onsite.
And what should I give the reason for rejecting the offer?
