Remember- HR is there to help the company avoid public issues, to help them look good. They are NOT there to help you and are NOT on your team. They are on the company’s team.
Yes - they’re all horrible. It’s because there’s no accountability in HR. Other than recruiting, there’s not really any way to properly measure success, and most of the people that go into HR aren’t all that hardworking or intelligent so that’s that. Here’s an old post that is still relevant:

Advice. NEVER Trust any HR person. Get the job. Say hi in the hallway and hide otherwise. HAve a problem? Talk to you friends (not at work). Or your boss if they are a good person. HR people all have agendas and it is not to help you. The others are too lazy to do their damn job. But power over you runs through their veins.
Across the board because no one wants to cross HR
HR isn’t there to protect you - it’s there to protect the COMPANY from lawsuits.
There is no HR left, just finance who fight to withhold increases. I was in C-Suite and couldn’t believe how the business has abdicated on HR responsibility. No money left to support a professional department. Couldn’t do anything about it.

Our HR is incredible. Can’t say that about previous employers.
I think it has become worst with times as HR has been mixed with recruiting merging two jobs that are different and need proper dedication and trainings. Other than that I feel like HR care less about employees well being as they need to cover more and more big fuck ups from C-Suite like sexual misconduct and toxic behaviors. Theirs hands are so full with protecting them and the companies they no longer are here for people
I once had HR tell me leadership had known the team I was leading was dysfunctional for over a year and a half before I joined, but no one knew what to do about it. This was only disclosed after I went to her to discuss “personality conflicts". WTF?!?
