If the hiring person sees a person being laid off as a negative, there's an issue with the hiring person. This means they are willfully ignoring how life works. Layoffs, salaries, bonuses, etc are determined by the decision makers. It tends to be based on the decision maker's personal opinion. Your performance can have very little to do with being laid off. Sometimes it is "last hired/first fired". Sometimes they may want to pay someone less than what they pay you.

Absolutely, especially if you start going from layoff to layoff. It’s not too hard to overcome as long as everything else looks good though.
Time to heal should be you unemployment time.
