Not busy enough. Every hour of work you do for a client is known as ‘billing an hour’ (ie it’s not a reference to invoicing). To grossly oversimplify: It’s the Partner’s job to bring in the work and it’s the associates’ job to do the work. There’s usually / hopefully plenty of work to go around so if you’re not billing enough hours, you’re not carrying your weight. You have a budget of X hours per year - above it you get a bonus, below it you might get canned.
As a Partner, you have to bring in enough work to keep your team busy. If one or two people isn’t hitting their budget – that’s their problem. If your whole team isn’t hitting their budget – that’s your problem!
And to answer your other questions - the Partners allocate the work and the firm sets your charge out rate. All you can control is how many hours a day you are working.
There’s a lot more to the politics etc that people will do doubt add, but this is the basics.
The bonus for lawyers is almost never enough to compensate the extra work. So law firms have to decide if they want a culture of fear or collegiality and mutual respect. Determining that is the primary purpose of every associate job interview
