Oversimplified answer.
VCs work with young companies and provide funding, contacts and board leadership during early stages of a company. VCs never own a company.
PE firms often are working with companies that are broken or have otherwise limited access to capital. They are often restructuring these companies. They can take ownership or make capital and debt investments.
PE just stands for private equity, meaning to take private investments in equity. VC is actually a form of private equity (minority investments). When people say PE, they generally mean buyout PE, which essentially recapitalizes their business
