Say something immediately. If you stay silent, you're part of the problem—and the longer you wait, the harder it is to justify why you didn’t speak up sooner. Being new doesn’t mean you can’t have a backbone.
See something, say something. Given the option I don’t want to be the one to have to bring these things up, but once you are aware of them it is kind of your responsibility to say something. Make sure you are doing it through the proper channels and keep documents of everything just to be sure.
I think it depends on what's actually happening. If it's some minor thing, I'd be cautious about making a huge issue over it. It's possible it's being dealt with and you're just not aware of it. If it's something that has the potential to be a major problem, then you're obligated to report it in the proper channels. Just make sure you know what you're talking about and can document any allegations.
Seek out the inspector generals office
Are you being asked to violate policy? If you have,did it directly affect another employee? Did you benefit from it? A lot of times these bosses will have you do stuff like this then reward you for it so you're less likely to formally complain.
