I you get released from and project and you are in pool under a manager but not RMG in tcs ,and you resign so notice period remains same 90 days or can be reduced ?

Dealing with a tricky situation... Managing a project, and one of my resources has been double booked - he's the main developer on my project, and the project lead on another.
He's dropping balls and missing deadlines on my project, and I've escalated to my partner, but the person who double booked him is the national SSL lead...

My assumption is that Tier 1 consulting firms hire really sharp people and if I can get in, I’ll be collaborating with folks on top of their game (not expecting much from clients).
