You can initiate your GC in their enrollment window once you are eligible ( 2 yr with firm , avg rating) . however the speed of processing would be really slow if you have a longer time on your h1b left ...this is not an absolute statement though ....few ppl have been able to push it through escalation through partners ....again this was not the case before 2018 and there are quite a few ppl who were able to get it done with a lot of time left to max out.... currently the deloitte immigration is heavily backlogged and overwhelmed due to their pause recently due to covid....There are too many ppl who are maxing out in next 1-2 yrs so they may get prioritized .....i would advise to take another offer if it is with tech firm or industry . deloitte is not very promising from GC perspective ..not saying they wont start ..they will...but they will take forever to complete it.....my 2 cents..

No, they do not intentionally hold it till near end of H1B, but the slow progress and process will ensure it will either take you very close to Mac out, if successful.
Add to that the delayed DOL and USCIS timelines since last year
At Deloitte for you to be eligible to be sponsored for GC, you need to complete 2 yrs and average rating ... Only exceptions are sr manager and above who get tenure relaxation
Once you are eligible, Uncle D opens up 3 times in a year for GC , dec, apr and aug - you show interest and process begins
Rest is all based on visa, country etc ... There is no priority for anyone ... However your case can be expedited if you are maxing out or someither legal issue , it doesn't mean they will move the eligible people out .. absolutely not true
Once up on a time, they use to offer tenure exemption in recruiting process and put it in offer, they stopped doing it recently - again very rare these days

My GC experience with D has been very rocky as well, had to restart 3 times while going through 3 law firms. I started process 4 years ago, had to start over because they filled the position (C) during recruiting -> restarted as SC, paused due to COVID and while the PWL is still with DOL I’m now M, had to start all over again due to title change.
I’ll soon max out H1B so looking at various options to leave US temporarily. Very time consuming process prob for a combo of reasons, but I’d be prepared mentally.

I’m literally in the same boat. I heard it’s a very slow process so I might take another offer elsewhere

If you have some time left on your h1b, terrible.
If you are not from India or China, again terrible.
Personal experience. My GC process was stalled and they literally gave me these two reasons above when I ask about their pace.
