Is there a definitive guide to cost of living? The obvious cost of living centers (SF, NYC, LA etc.) get covered a lot, but I’m wondering where my city falls. It’s a modest Midwest city with ~100k residents but is a relatively touristy spot. It often feels like a MCOL area but I’m not sure how to adequately judge that, and it would be helpful to know when comparing salaries and the like.

For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Hi fishes good morning. I joined CapG on 26th may 2021 as a Associate consultant.  Till this date i got appraisal as well as promotion also.
But this is not sufficient  for a 5 year experience Data Engineer. So i resigned on 12 th june 2022. My current CTC is 9 lpa and i asked them 15lpa for retain. I had my L1 at Capgemini on 12th of August and I didn not hear back from them.
A few hours back I got an email from Capgemnini that my profile has been entered by the HR who had got in touch with me for the initial discussion for the role(not the recruiter).
I have called the recruiter and she does not have much knowledge except that my L1 was positive.
