The teacher shortage (and it's less a "shortage" than the obvious result of giving people options) is real. It's just not apparent everywhere.
I worked in a district a few years ago where we replaced roughly half the teachers in the school every year. The one I'm at now seems much more stable. Working conditions and pay are the main difference, but for the past few years, the economy has been good, so people have generally been willing to change jobs, and school districts have been eager to hire teachers and flush with COVID money, which means they haven't been dead-set on hiring them at step 1. That means teachers have had options, both in and out of education. That didn't used to be the case. The "30 years in one classroom" model was dependent on giving teachers no other options--you can't switch districts when you need to start over on the pay scale to do so.
City schools often take the brunt of the problem. Experienced teachers leave for easier, higher-paying jobs in the suburbs now that they're not locked in like they used to be. It's possible the churn will slow somewhat as COVID money runs out and districts tighten their belts, or it's possible more teachers will decide it's not worth it to stay in education and will do something else. That last is something we're seeing more and more in Michigan. We stopped offering pensions to new hires in 2010, and increasingly, we're seeing the results of there being nothing tying any recent hires to the profession. They leave.

I know that the graduation rate is high for teacher education programs here. However, over 35,000 valid licenses are in jobs other than teaching. We have more of a respect and pay shortage.
That has been my experience and observations over the years. Maybe get that under control, and teachers will come back. Truly, the disrespect of the students is totally horrendous these days. The pay also doesn't match the requirements of the job. We are only 10 month employees, but have lots of off the clock time put in without compensation.
Maybe start with respect and pay. 🤷♀️
