Does it become harder to leave consulting the longer you stay? When is the best time to leave?

I am looking for an “urban village” feel (small coffee shops, not very touristy, can walk a dog and stroller) with a budget of 3K for a 1-2 bdr. My commute would be into Soho. I am currently looking at Notting Hill, Chelsea, and St John Woods, but I won’t be able to visit before my move. Any neighborhood recs?
