I work as an audio engineer and record VO for ads all day everyday - we use source connect to connect to talent and have producers/creatives join calls via Teams (not idea) or Evercast (very ideal)
We hire talent for important stuff, and use our own people for scratch tracks. We have a few people on staff who do VO on the side.

Is your agency a SAG signatory? If so, you’re required to hire SAG actors. Even if they’re agency employees, if the work is going out to the world, there needs to be a contract in place. My agency does have in-house people who do voice work, but they’re union and they get paid the same as any actor we’d hire from outside. So in that regard, you really wouldn’t be saving any money.
If you’re just recording VO for scratches or pitches, you’re still “required” to use union actors, according to a strict reading of the SAG/AFTRA contract. But we all know nobody pays attention to that. I’d assume that most agencies that have in-house recording facilities recruit their coworkers to do scratch and pitch VO.
That said, OP, you are correct that hiring a professional makes a difference. Some in-house performers may be very good. Great, even. But I’ve also seen people pulled into the booth who have an interesting voice but no idea how to use it. I’m frequently mystified as to why we work so hard on multimillion dollar pitches to get every image right, the edit just so, the perfect music, and then put an amateur-sounding VO on top of it all.
Of course, if your agency is not a signatory, you can ignore most of what I just said…
