Fishes ! Need your suggestions on salary negotiation with HR.

CCTC : 8 LPA
Holding Offer : (12 fixed + 3.75 Variable) LPA
Offer from PWC HR : (12.5 fixed + 1 L JB)

Tried negotiating with HR, HR not willing to go above 12.5 fixed. Saying it is pre-approved and based on the offer I am holding it is approved for 12.5. Any request beyond this is subject to approval from higher management which is sure to get rejected and cancellation of the offer.
Kindly suggest.
